Abstract
This paper is an evaluation of the present problems of Kava and the impact those problems have for Caesars providing a valuable presence by establishing operations within this island country. To establish operations on Kava internal and external factors must be considered. These forces of influence will be clearly defined. Identification of significant problems, diagnosis, and issues confronting management is the first concern of this evaluation. Second, Problems will be analyzed, supported by facts, by the representative of the company to provide feasible solutions for Caesars to have an active presence on the island. Considerations of risks and benefits to stakeholders will not be overlooked.

Mission statement and Goals
The mission statement of the business, “somebody has to win, it may as well be you,” says much about the ethical considerations implemented in this venture of Caesars providing a major presence on the island of Kava. Caesars mission statement on Kava is to provide prospective tourists and residents with a quality resort and casino that will inject financial gain for the island community, governmental agencies, and our company.
The goal of Caesars will be to not only provide services and establish a for profit resort and casino, but also to develop and use the people of Kava to market products, provide service, and entertainment to the local customer base on the island.
Ultimately, Caesars desires to build appeal for this tropical island as an international vacation destination to serve the global community making this a paradise to visit, gamble at, and profit in for the company, perspective stakeholders, and Kava residents.
By use of the decision model provided by University of Phoenix, (the college one attended), decisions in this process are better made and less confusing for the boss. These decision-making steps are as follows: a. Identify the problems; b. Define criteria, goals, and objectives; c. Evaluate effects of the problem; d. Identify causes of the problem; e. Frame alternatives; f. Evaluate impacts of alternatives; g. Make the decision; h. Implement the decision; i. Measure impacts.
The Problems and Challenges on Kava
In an effort to be considerate of the stakeholders involved one must consider the context of the problems listed, the issues that need to be addressed, and the elements of every problem on Kava. Stakeholders are valuable to the company and their perspective must be considered.
Kava is a significant island country in the South Pacific. Many natural disasters play havoc within this small significant country. These natural disasters include tidal waves, tsunamis, typhoons, hurricanes, tornadoes, floods, volcanic eruptions, and earthquakes. Complicated by the natural disasters is the petroleum spill that is affecting the eco-system, marine wildlife, and the integrity of beach property of the island.
Unfortunately, disease has become widespread due to the multitude of these disasters that have hammered this island country recently. The devastation of the HIV/AIDS virus present on this island is evident. Risk of the avian flu presents various concerns for the population that must be addressed.
